Professor Chen is currently director of College of Graduate, Wuhan University, China, and was former dean of the School of Information Management, and former director of College of Undergraduate, Wuhan University. He is the winner of the Special Government Allowance of the State Council, China, and Yangtse River Scholar.
His research focuses on intellectual property, open access, and government information management. He is dean of the Intellectual Property Senior Research Center, researcher fellow of the Information Resources Research Center of Wuhan University. He serves as vice president of the Association of Chinese Library Science, vice president of the Association of Chinese Social Science and Information, deputy director of Steering Committee of the Library Education of Ministry of Education, People’s Republic of China (P.R.C.), deputy director of Steering Committee of the National Library and Information Science Education, member of Standing Committee of the International Federation of Library Associations (IFLA) Education and Training division, deputy editor of the Journal of Library Science (China), and editor of the journal Library Management (UK) .He was once senior visiting scholar at Washington University, guest researcher at Paris XI University and visiting scholar at University of California at Berkeley.
Professor Chen has accomplished more than 20 research projects of National Social Science Foundation and National Natural Science Foundation and published more than 100 academic articles. He won the first prize of Ministry of Education, P.R.C., and was recommended second prize of the Technology Progress Award of the same ministry.
